Baylor College of Medicine Children’s Foundation Uganda (Baylor Foundation Uganda) is one of the country’s most recognised indigenous, not-for-profit child health and development organisations. Established in 2006 and affiliated with the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), the foundation operates one of the largest global paediatric and adolescent HIV programmes, delivering integrated prevention, care, and treatment services alongside maternal health, TB, non-communicable disease management, and global health security interventions.

Headquartered at Block 5, Mulago Hospital Complex in Kampala and led by Executive Director Dr. Dithan Kiragga, Baylor Foundation Uganda supports over 723 health facilities across 67 districts and four cities, reaching more than 10 million people. The organisation employs nearly 600 staff nationwide and is funded by major partners including PEPFAR/CDC, USAID, the Global Fund, and the U.S. Department of State.

Beyond clinical services, Baylor Foundation Uganda is a leader in health systems strengthening, clinical research, digital health innovation, and health professional training. The organisation’s work is grounded in a district-led programming framework that strengthens Uganda’s capacity to prevent, detect, and respond to public health threats while building sustainable, government-owned systems.

The HIS and Communication Technology Advisor is a senior leadership position responsible for the entire Health Information Systems and ICT function at Baylor Foundation Uganda. Reporting directly to the Executive Director, you will develop and implement the organisation’s ICT strategy, lead digital health transformation, manage cybersecurity and business continuity, and ensure that all technology systems and infrastructure run efficiently across every programme region.

This is a role for someone who can bridge the gap between health service delivery and technology. You will champion eHealth innovations such as DHIS2 and EMR integrations, drive digitalization across operations, manage ICT staff performance, and maintain relationships with government agencies (MoH, MoICT, NITA-U, UCC), implementing partners, universities, and service providers. ICT Governance

• Develop and monitor the implementation of ICT policies and procedures to protect the confidentiality, integrity, and availability of information at Baylor Foundation Uganda.
• Develop and monitor the implementation of the ICT strategy, workplan, and budget.
• Facilitate and support the audit management process, including coordination of audit assignments, issue consolidation, resolution, and closure.
• Manage and investigate cybersecurity incidents and recommend remedial actions.
• Develop and implement the Business Continuity Plan (BCP) and Disaster Recovery Plan (DRP), ensuring required tests are executed and failures addressed.
• Develop, review, and certify all backup and recovery procedures, ensuring data security and availability through robust backups, storage, and protection.
• Provide technical specifications and participate in the evaluation of ICT solutions to support procurement.
• Track compliance of security controls (antivirus, OS patches) and follow up on closure of gaps for timely remediation.
• Perform routine and scheduled audits of systems and ensure continuous vulnerability assessments on all Baylor Foundation Uganda systems.

ICT Infrastructure and Digitalization

• Develop and ensure implementation of the digitalization strategy covering all ICT automations, process optimizations, and system integrations to improve efficiency.
• Develop and monitor the implementation of ICT fixed assets management procedures, including maintenance, disposal, and accurate record-keeping of all assets and inventories across all Baylor-Uganda supported regions.

eHealth Support and ICT Innovation

• Research and recommend software and hardware specific to Health Information Management; drive the development or selection of proposed new technology, products, and system updates.
• Use digital health technologies to reduce inefficiencies, improve access, reduce costs, increase quality, and personalise medicine for patients.
• Analyse data on digital health by region and design digital health solutions and services aligned with changing trends in health.
• Promote digital health innovations and drive internal awareness and adoption.
• Act as an internal champion for digital health products, innovations, and projects.
• Analyse complex business needs presented by users and recommend technical solutions.
• Keep senior management updated on emerging trends, technologies, and solutions to keep BFU in line with innovation.

ICT Operations Efficiency and Systems Stability

• Stay abreast of ICT industry standards to perform software updates and infrastructure upgrades for all BFU ICT systems (servers, software, networks, phones), ensuring they work efficiently and effectively.
• Perform periodic evaluations of systems and user access to ensure that appropriate controls and access levels are maintained.

People Management and Stakeholder Engagement

• Collaborate with partners including implementing partners, line ministries and departments (MoICT, MoH), NITA-U, UCC, universities, and other agencies.
• Maintain formal partnerships with key internal and external stakeholders to support user needs and evolving requirements.
• Manage and monitor ICT staff performance, set objectives, carry out appraisals, and provide coaching and mentoring.
• Identify staff development needs and liaise with the Head of HR for appropriate training and capacity building.
• Manage service level agreements and contracts with ISPs and other ICT service providers to maintain the highest level of service and minimise downtime.
• Undertake staff sensitisation and training on ICT and cybersecurity to address knowledge gaps and create a culture of security awareness.

Service Management and Project Management

• Implement a system and process for timely response to user concerns and queries in relation to the ICT service desk and BFU ICT policy.
• Act as the escalation point for incidents, changes, and other service requirements, providing an effective interface between users and service providers.
• Review and approve code and other application or system changes before deployment into production and DR environments.
• Track and regularly communicate project status, activities, and achievements.
• Review project risk logs to identify high-impact probability items and work with stakeholders for adequate risk management.
• Work with all key process and system owners to conduct thorough risk assessments and ensure security and ICT controls are considered at the outset of new projects, products, and initiatives.

Required Education

• Master’s degree in Information Technology, Computer Science, Software Engineering, Health Information Systems, or a related field.
• At least a Credit 6 in Mathematics and English at Ordinary Level (UCE).

Professional Certifications (Added Advantage)

• ITIL (IT Infrastructure Library).
• COBIT (Control Objectives for Information and Related Technologies).
• PMP or PRINCE2 (Project Management).
• CISSP or CISM (Information Security).
• CompTIA Security+.
• CCNP (Cisco Certified Network Professional).
• MCSE (Microsoft Certified Solutions Expert).
• OCP (Oracle Certified Professional).
• Microsoft Azure or AWS certifications.

Work Experience

• Minimum five (5) years of experience in Information Technology.
• At least three (3) years of experience at a managerial level in IT and systems management.
• Experience with health NGOs and donor-funded projects is an added advantage.

Additional Requirements

Core Technical Skills

• Infrastructure & Systems Management: Proficiency with ERP systems (e.g. Dynamics), HR systems, server management, and virtualisation technologies.

• Cybersecurity & Data Protection: Deep knowledge of cybersecurity policies, data protection frameworks, risk assessment, and mitigation strategies.
• Health Data Systems: Hands-on experience with DHIS2, EMR integrations, and health information management platforms.
• Cloud & Collaboration: Experience with cloud platforms (Azure, AWS) and enterprise collaboration tools.
• IT Governance Frameworks: Working knowledge of ITIL, COBIT, and related governance standards.

Leadership & Management Skills

• Strategic IT Alignment: Ability to align IT strategy with programme and donor objectives.
• Digital Transformation: Experience developing IT roadmaps and leading digital transformation initiatives.
• Executive Advisory: Skill in advising senior management on technology investments and emerging trends.
• Team Leadership: Proven ability to lead, mentor, and develop IT teams.
• Performance Management: Experience managing staff performance, setting objectives, and conducting appraisals.
• Vendor & Stakeholder Management: Track record managing SLAs, contracts, and relationships with ISPs, government agencies, and implementing partners.
• Project Delivery: Ability to deliver IT projects on time and within budget.
